President Trump is challenging a long-standing U.S. policy toward Taiwan after his two-day visit to China by announcing he may restrict a multibillion-dollar arms package for the island democracy in a bid to improve relations with Beijing.<\/p>\n

Taiwan\u2019s president, meanwhile, is pushing back against Mr. Trump\u2019s statements that the island is provocatively risking war by seeking independence from Beijing.<\/p>\n

President Lai Ching-te wrote in a social media post that Taiwan will not be pressured into giving up its freedom. He said that arms sales are a security commitment under U.S. law.<\/p>\n

Asked on an Air Force One flight to Washington, Mr. Trump said he will decide soon whether to proceed with or restrict a $14 billion arms sale to Taiwan. He also said he plans to speak with Mr. Lai on the issue.<\/p>\n

U.S. Trade Representative Jamieson Greer said in an interview on ABC\u2019s \u201cThis Week\u201d on Sunday that Mr. Trump was considering using the arms sales to Taiwan as leverage in ongoing negotiations with China, something he said past presidents have done.<\/p>\n

\u201cRight now, the president\u2019s considering how to move forward on that. The reality is, it\u2019s really important for the United States and China to have a stable relationship,\u201d he said.<\/p>\n

Mr. Trump said Chinese President Xi Jinping asked him whether the United States would defend Taiwan amid concerns over a Chinese attack. Mr. Trump said he responded, \u201cI don\u2019t talk about those [issues].\u201d<\/p>\n

Mr. Xi said during the summit that a U.S. mishandling of Taiwan could lead to conflict.<\/p>\n

Mr. Trump said he did not believe there would be a war over the island, which has been governed separately from the mainland since 1949. \u201cI think we\u2019ll be fine,\u201d he said, noting that the Chinese leader feels strongly that Taiwan is Chinese territory.<\/p>\n

\u201cI made no commitment either way. We\u2019ll see what happens,\u201d he said.<\/p>\n

Mr. Lai said in a Facebook post that Taiwan is a defender of the status quo and would not seek to provoke or escalate a conflict. \u201cBut we will also \u2060not give up our national sovereignty and dignity, or our democratic and free way of life, under pressure,\u201d he said.<\/p>\n

China, he said, is the source of regional instability and has continued to expand activities in the Taiwan Strait and surrounding waters with aircraft and ship jamming, large-scale war games, gray-zone coercion, and various political and economic pressures on neighboring countries.<\/p>\n

\u201cChina is the root cause of destroying regional peace and stability and changing the status quo,\u201d Mr. Lai said.<\/p>\n

China stepped up military operations around the island beginning Friday as the summit ended. The Taiwan Defense Ministry reported that up to eight warships and five warplanes carried out activities around Taiwan, including jets that crossed the median line of the Taiwan Strait, the de facto boundary between Chinese and Taiwanese defensive zones.<\/p>\n

Mr. Lai said Taiwan\u2019s independence is not an issue.<\/p>\n

\u201cThe Republic of China Taiwan is a sovereign and independent democratic country,\u201d he said.<\/p>\n

Regarding U.S. arms sales and security cooperation, Mr. Lai said weapons and military support are key to maintaining regional peace and stability.<\/p>\n

\u201cTaiwan-U.S. long-term security cooperation and arms sales are built on the Taiwan Relations Act, which is not only the U.S. security commitment to Taiwan but also the most important deterrent for regional peace and stability in the long run,\u201d he said.<\/p>\n

The U.S. assured the island democracy in the 1979 Taiwan Relations Act that it would not be abandoned after a shift in diplomatic recognition from Taipei to Beijing.<\/p>\n

The act calls for supplying Taiwan with defensive weapons and notes that any decision to defend the island from attack would be made by the executive branch. President Biden, Mr. Trump\u2019s predecessor in the White House, said during his term that the U.S. would defend Taiwan militarily.<\/p>\n

On Capitol Hill, Republican and Democratic lawmakers weighed in on the arms sales question.<\/p>\n

Rep. Michael McCaul, Texas Republican and House Foreign Affairs Committee chairman emeritus, said Friday that the U.S. must \u201carm Taiwan so they can defend themselves for deterrence against Chairman Xi.\u201d<\/p>\n

Rep. Gregory Meeks of New York, the ranking member of the House Foreign Affairs Committee, and three other Democrats wrote to Mr. Trump last week urging continued arms sales to Taiwan to preserve peace and stability across the Taiwan Strait.<\/p>\n

Rep. John Moolenaar, Michigan Republican and chairman of the House Select Committee on the Chinese Communist Party, also voiced support in a social media post. \u201cThe Chinese Communist Party has never governed Taiwan yet continues to threaten force,\u201d he said.<\/p>\n

America \u201cwill stand by its commitments, support Taiwan\u2019s defense, and oppose unilateral attempts to change the status quo,\u201d Mr. Moolenaar said.<\/p>\n

Rep. Ro Khanna, California Democrat and ranking member of the House Select Committee, said he is concerned about Taiwan after the summit.<\/p>\n

\u201cThe Taiwan Relations Act from 1979 is clear that the United States will support Taiwan to make sure that China does not use military coercion. The reality is, as people know, that China is tightening the noose around Taiwan,\u201d Mr. Khanna said.<\/p>\n

A group of 10 Democratic senators led by Sen. Jeanne Shaheen, New Hampshire Democrat, said in a statement that the lawmakers were \u201cdeeply disturbed by President Trump\u2019s refusal to defend America\u2019s support for Taiwan during this summit, including by consulting with President Xi regarding U.S. obligations to help provide for Taiwan\u2019s defense.\u201d<\/p>\n

\u201cWe call on the administration to formally notify the $14 billion in U.S. arms sales that Congress pre-approved in January 2026,\u201d the senators said.<\/p>\n

The pending arms package includes advanced missiles and missile defense interceptors.<\/p>\n

Last week, the Taiwan legislature passed a $25 billion supplementary defense spending bill, less than the $40 billion sought by Mr. Lai.<\/p>\n

Mr. Lai said in a social media post that peace depends on strength and the will of the Taiwanese to protect freedom and democracy. Taiwan will continue to bolster its defenses and maintain the status quo, he said.<\/p>\n

Earlier, in an interview with Fox News, Mr. Trump said he talked \u201cthe whole night\u201d with Mr. Xi about Taiwan during the summit.<\/p>\n

The Chinese leader\u2019s warning of a potential conflict was based on a formal declaration of independence by Taiwan, he said, adding that such a declaration would probably cause the Chinese to \u201cdo something pretty harsh and then they would be met harshly and bad things will happen.\u201d<\/p>\n

The comment was the first indirect statement by the president indicating a probable U.S. and allied military response to an attack on Taiwan.<\/p>\n

The president said he does not believe China will launch an invasion or blockade of Taiwan while he is in office but they might after his second term is completed in January 2029.<\/p>\n

On Chinese concerns about Taiwan, Mr. Trump said the current leader of Taiwan is someone who \u201cwants to go independent.\u201d<\/p>\n

\u201cWell, it\u2019s a risky thing when you go independent. You know they\u2019re going independent because they want to get into a war. \u2026 They figure they have the United States behind them. I\u2019d like to see it stay the way it is,\u201d he said.<\/p>\n

During the flight to the United States, Mr. Trump was asked by a reporter whether discussing U.S. arms sales to Taiwan violated a 1982 agreement not to talk with China about arms sales to the island.<\/p>\n

Mr. Trump said that \u201c1982 is a long way. That\u2019s a big, far distance away.\u201d<\/p>\n

Although the reporter\u2019s question suggested a restriction, one of the Six Assurances to Taiwan, communicated by President Reagan\u2019s administration and a cornerstone of American ties, holds that the U.S. has not agreed to consult with China on arms sales to Taiwan.<\/p>\n

\u201cYou know, the whole thing with the arms sales was in great detail, actually, and I\u2019ll be making decisions,\u201d Mr. Trump said. \u201cBut you know, I think the last thing we need right now is a war that\u2019s 9,500 miles away. I think that\u2019s the last thing we need. We\u2019re doing very well.\u201d<\/p>\n

Retired Army Gen. Jack Keane said China has declared as a geopolitical objective the taking of Taiwan, though Beijing has never owned the island.<\/p>\n

A second objective of Beijing is to seize Taiwan\u2019s advanced microchip-making capabilities for artificial intelligence, he said.<\/p>\n

\u201cWhoever owns that capability is going to own the future in terms of AI development,\u201d he said on Fox News. \u201cAnd that is the secondary mission here\u201d of China\u2019s designs on Taiwan.<\/p>\n

Ryan Hass, director of the Brookings Institution\u2019s John L. Thornton China Center, said Mr. Trump\u2019s comments and plans for using arms sales to Taiwan in negotiations with China are dangerous and \u201cwill elevate \u2014 not lower \u2014 the risk of confrontation.\u201d<\/p>\n

\u201cThe net effect of his comments was to suggest that his views on Taiwan independence were closer to Beijing\u2019s preferences, that Taiwan had a greater responsibility to avoid provoking conflict, and that America\u2019s security support for Taiwan was negotiable with China,\u201d Mr. Hass wrote in a post-summit report.<\/p>\n

\u201cTrump\u2019s comments placed him apart from the views of most American experts and officials, including those within his own administration, who judge that China\u2019s steadily increasing pressure on Taiwan has been the principal source of rising tensions, not actions by Taiwan or the United States,\u201d he said.<\/p>\n
