Still, fandom has an ugly side as organizers frantically prepare to keep racist and homophobic chants out of stadiums in the U.S., Mexico and Canada.<\/p>\n

In Mexico, officials are working to avoid a homophobic slur that has often derailed national team matches. In other venues, organizers have implemented a system to prevent the racist abuse that is often directed toward Black players.<\/p>\n

The initiatives are not new, but FIFA, soccer\u2019s international governing body, has stepped up its efforts ahead of the World Cup, which begins Thursday and runs through July 19.<\/p>\n

\u201cThirteen years they\u2019ve been working on this, trying to prevent fans from saying bad things,\u201d said Lisa Delpy Neirotti, director of George Washington University\u2019s graduate program in sports management. \u201cOver the years, they have made progress, but a lot of this is integral to some sports fans\u2019 way of expressing themselves at games.\u201d<\/p>\n

An emphasis on ending the homophobic slur has taken center stage as Mexico prepares to host 13 World Cup matches. The word, which refers to a male prostitute, routinely echoes through stadiums when the opposing goalkeeper lines up for a goal kick. It starts as a low rumble in the stands and ends in a collective roar.<\/p>\n

\u201cThe obvious purpose of the chant is to put pressure on the opposing team, but it also has cultural importance,\u201d said Yoltic Mijangos, a Mexico City resident and longtime fan of the national team. \u201cAnd yes, it\u2019s a way for fans to bond with each other and share in the experience.\u201d<\/p>\n

The controversial chant is a way to intimidate the opposition, but many supporters of the national team say sexuality is not a factor. The word, though used by fans in a derogatory sense, has various potential uses and lacks a direct English equivalent.<\/p>\n

Some fans say, contrary to the concerns of LGBTQ activists, that they do not hold any ill will toward gay people.<\/p>\n

\u201cMany Mexican fans don\u2019t necessarily use it with a homophobic intention,\u201d said Mr. Mijangos, noting that the effort is still to emasculate or embarrass the opposition. \u201cFor them, it\u2019s more of a traditional soccer chant that\u2019s meant to add excitement to the game.\u201d<\/p>\n

That justification is not strong enough for FIFA and LGBTQ activists who are hoping to dull the battle cry at this year\u2019s World Cup.<\/p>\n

\u201cAs an out athlete, I know what it means to compete in environments where you\u2019re not sure you\u2019ll be safe,\u201d Matthew Pacifici, a former MLS goalkeeper, said in an Amnesty International statement in December. \u201cLGBTQ+ players and fans need more than symbolic gestures \u2014 we need enforceable protections.\u201d<\/p>\n

\u201cI\u2019m not even sure they realize how bad some of the stuff they\u2019re saying is,\u201d Ms. Neirotti said. \u201cThis will hopefully make them aware that it is not appropriate. You can\u2019t do that anymore.\u201d<\/p>\n

Discriminatory fan behavior is a threat to FIFA\u2019s bottom line. The organizers expect the 2023-2026 commercial cycle to gross $13 billion, with more than 5.5 million fans attending the 104-match tournament.<\/p>\n

\u201cThere\u2019s a lot of broadcast money and a lot of sponsor money involved with these matches,\u201d Ms. Neirotti said. \u201cSo, stopping a match, postponing a match, canceling a match is going to be disruptive to the whole system.\u201d<\/p>\n

Yet with Mexico as both a host and competitor, the task is tough.<\/p>\n

Wave, don\u2019t chant<\/strong><\/p>\n

Since 2014, the homophobic chants have cropped up again and again when the Mexican squad takes the pitch. They reappeared at the 2018 and 2022 World Cups, occasionally forcing broadcasters to censor fans when on-field microphones pick up the chants.<\/p>\n

On June 2, the Court of Arbitration for Sport upheld a FIFA ruling levying fines totaling $178,000 against the Mexican Football Federation for its fans\u2019 continued misbehavior.<\/p>\n

The judges \u201cobserved that the conduct of the fans was collective and widespread, and not merely a one-off occurrence,\u201d the Court of Arbitration for Sport said in a statement.<\/p>\n

Financial punishments have not stopped the chant. Other efforts, such as having the Mexican team play World Cup qualifiers without fans, did not work either.<\/p>\n

Officials will not stop trying, though.<\/p>\n

This year, FIFA organizers will have \u201cneutral observers\u201d stationed in crowds to monitor fan behavior. They will be able to eject spectators who violate the event\u2019s code of conduct.<\/p>\n

The Mexican Football Federation has launched a campaign urging supporters to replace the chant with a wave.<\/p>\n

The stadiumwide showing of support became known as the \u201cMexican Wave\u201d after its popularity surged during the 1986 World Cup in Mexico.<\/p>\n

The advertising initiative features current coach Javier Aguirre and former players Hugo Sanchez and Manuel Negrete, who ask fans not to use the slur.<\/p>\n

\u201cThis campaign aims to raise awareness among fans about the importance of supporting the Mexican national team with the wave and not with discriminatory chants that FIFA sanctions,\u201d the federation said in a statement.<\/p>\n

Yet all the efforts to quash the slur could have the opposite impact. Mr. Mijangos noted that the chant ebbs and flows over time.<\/p>\n

A coordinated campaign to limit it may have a Streisand Effect \u2014 a predominantly online phenomenon named for actress Barbra Streisand\u2019s ill-fated attempts to suppress photographs of her home \u2014 in which the emphasis on minimizing attention has the opposite effect.<\/p>\n

\u201cI don\u2019t think it\u2019s going to stop, especially during games where Mexico is playing,\u201d Mr. Mijangos said. \u201cIn fact, I think the attempts to ban it have only made it happen more often, because many fans now use it almost as a way to mock the Mexican federation or FIFA.\u201d<\/p>\n

Racism<\/strong><\/p>\n

The Mexican fans are not the only ones keeping World Cup organizers up at night. FIFA officials, worried about the rise in racist harassment from both fans and players, have established a system to punish anti-Black sentiments during games.<\/p>\n

For the World Cup, a player, referee or competition official can cross their forearms into an \u201cX\u201d if they hear any racist comments. The referees will then immediately stop play to investigate the issue.<\/p>\n

If the derogatory comments continue, referees will suspend the match. The two teams will be sent to their respective locker rooms until the behavior subsides.<\/p>\n

If the fans continue, then the referees will \u201cabandon the match.\u201d FIFA officials will determine which fans were responsible for the racist behavior, and their team will forfeit the match. The national association could face a fine of up to $6 million under FIFA\u2019s disciplinary code.<\/p>\n

The World Cup organizers are hoping to avoid the more drastic measures by ejecting any individual fan caught using racist language or derogatory gestures.<\/p>\n

The fans are not the only ones with a penchant for discriminatory remarks, though. Many players have raised concerns about abuse from their peers on the pitch.<\/p>\n

Argentine player Gianluca Prestianni received a six-match ban after Real Madrid\u2019s Vinicius Jr. accused him of directing a discriminatory remark toward him while covering his mouth with his jersey during a Champions League match in February.<\/p>\n

Prestianni, who played with Argentina in friendlies earlier this year, was not chosen for the World Cup roster. He would have missed the first two games of the tournament because of the FIFA-imposed ban.<\/p>\n

FIFA has given referees the authority to show a red card to any player who covers their mouth during a confrontation with an opponent.<\/p>\n

How effective these sanctions will be \u2014 and whether players will exercise integrity when deciding to raise the \u201cX\u201d \u2014 is an open question.<\/p>\n

\u201cI mean, we have players flopping. Online, there are a lot of comments saying, \u2019Is a player just going to raise their arms to see the system work, or just if they need a rest?\u2019\u201d Ms. Neirotti said. \u201cI hope nobody will use it inappropriately, but we\u2019ll see.\u201d<\/p>\n

In Mexico, threats from FIFA and the Mexican Football Federation have not been able to tame the raucous crowds\u2019 penchant for a certain slur in the past. Fines have not fully killed its popularity, nor have restrictions on fans\u2019 ability to attend games.<\/p>\n

FIFA officials have said they would pursue criminal charges against fans caught using slurs at World Cup matches. Hate speech directed toward certain groups, including Black and gay people, is criminalized under Mexican law.<\/p>\n

The soccer-watching world will see whether the threats are effective when Mexico opens World Cup play against South Africa on Thursday.<\/p>\n

\u201cTo be honest, I have no idea what it would take to stop the chant,\u201d Mr. Mijangos said. \u201cActually, I don\u2019t think it will ever completely disappear, regardless of what kinds of sanctions are put in place.\u201d<\/p>\n
