OPINION:<\/strong><\/p>\n

In Will and Ariel Durant\u2019s 11-volume \u201cHistory of Civilization,\u201d the authors describe how civilization began in the cities of ancient Mesopotamia. It will probably end in the cities of modern America.<\/p>\n

Civilization was made possible by the concentration of wealth, population and skill in the cities of the ancient world. The artisans, merchants and scholars of Sumer first raised the flag of civilization.<\/p>\n

Now, the flag is being lowered in blue cities across the country.<\/p>\n

California\u2019s political establishment managed to keep commonsense conservative Spencer Pratt off the November ballot for mayor of Los Angeles. It was terrified of voters having a real choice. Now, it will be a business-as-usual socialist versus an uber-socialist.<\/p>\n

Mr. Pratt has a way of asking uncomfortable questions about homelessness, the Palisades fire and other scandals the powers that be want to sweep under the rug.<\/p>\n

Los Angeles has the largest homeless population in the nation. It grew by 10% in 2023.<\/p>\n

The city spends an estimated $1.3 billion annually to make the homeless comfortable \u2014 and keep them on the streets. Mr. Pratt has rightly asked why mothers taking their children to a park should see homeless men defecating and masturbating in the streets.<\/p>\n

The 2025 Palisades fire raised more awkward questions. Mr. Pratt was one of more than 100,000 Angelenos who lost their homes in the most destructive wildfire in the city\u2019s history, which caused an estimated $25 billion in damages. Permits to rebuild should arrive by the next millennium.<\/p>\n

City fire hydrants were dry. Los Angeles Mayor Karen Bass, who was on a junket to Ghana when the blaze broke out, cut the fire department\u2019s budget to pay for her favorite diversity, equity and inclusion programs. In November, voters probably will reward her with a second term.<\/p>\n

Instead of rats leaving a sinking ship, the rats are staying behind while the people go overboard. More than 54,000 residents of Los Angeles County, among them the best and brightest, left in one 12-month period.<\/p>\n

Ms. Bass has a head start on New York City Mayor Zohran Mamdani, who has been in office only since Jan. 1, but the Kim Jong-un of North Korea on the Hudson is making a valiant effort to catch up.<\/p>\n

True, he has given up or at least postponed some of his more outlandish proposals, such as free bus service and replacing police with social workers for some 911 calls. Still, he is moving ahead with other initiatives, such as opening a string of municipal grocery stores, with the first in East Harlem in 2027 for $30 million \u2014 chump change for the radical high roller.<\/p>\n

If this goes forward, it will put a lot of neighborhood markets and bodegas out of business, which is exactly what Mr. Mamdani wants.<\/p>\n

The mayor also ended his predecessor\u2019s practice of trying to clear out homeless encampments. During New York\u2019s two major snowstorms in January, he sent city workers to try to persuade the homeless to go to shelters. That resulted in 29 freezing to death.<\/p>\n

New York City\u2019s budget for a population of 8.5 million is more than that of the entire state of Florida, with 23.5 million residents. It is still not enough to pay for the grand vision of its elite. Mr. Mamdani is working on a scheme to build 200,000 public housing units and confiscate some existing private units, which he calls \u201ctransferring the ownership of neglected buildings\u201d to public trusts, i.e., tenants and Soviets.<\/p>\n

It is decades of rent control that have prevented landlords from making necessary repairs.<\/p>\n

To pay for all this, Mr. Mamdani is considering a special tax on high earners and corporations, or higher property taxes. Either will drive out more businesses and the wealthy, shrinking the tax base and in turn spurring new levies.<\/p>\n

New York and Los Angeles are not alone. When told business was fleeing the city\u2019s sky-high taxes, Seattle\u2019s socialist mayor, Katie B. Wilson, responded with a contemptuous, \u201cBye.\u201d<\/p>\n

At the beginning of the millennium, half of America\u2019s largest cities had a Republican mayor. Today, after a quarter century of urban warfare, only three of the country\u2019s 32 largest cities have one.<\/p>\n

Democrats have made cities unlivable. This results in the fleeing of residents who do not want to live with squalor, corruption and substandard services, which in turn results in an increasingly Democratic electorate. That electorate is what makes the ascension of Karen Bass and Zohran Mamdani possible.<\/p>\n

Civilization is composed of many elements, including law, learning and culture. To speak of them in the context of urban America is to risk being labeled certifiably insane.<\/p>\n
