President Trump bigfooted Senate Republicans into postponing Director of National Intelligence nominee Jay Clayton\u2019s confirmation hearing Wednesday in a convoluted effort to push his priority election integrity bill.<\/p>\n

Mr. Clayton was scheduled to appear before the Senate Intelligence Committee on Wednesday afternoon, but that morning, Mr. Trump posted on social media his desire to cancel the hearing.<\/p>\n

\u201cRepublicans fell into a trap\u201d by agreeing to speed through Mr. Clayton\u2019s confirmation without getting anything in return, the president said.<\/p>\n

He laid out a series of demands, which include leveraging Mr. Clayton\u2019s nomination and renewal of a lapsed spy authority to pass the GOP\u2019s election integrity bill, the SAVE America Act.<\/p>\n

Senate Intelligence Committee Chairman Tom Cotton initially said he would proceed with Mr. Clayton\u2019s confirmation hearing unless the president directed him not to appear or withdrew his nomination \u2014 a move to assert his authority over the confirmation process that Mr. Trump ultimately rebuked.<\/p>\n

\u201cIt\u2019s regrettable that the president has directed Jay Clayton not to appear at his confirmation hearing today,\u201d Mr. Cotton, Arkansas Republican, said in his second statement on the matter. \u201cMr. Clayton is a patriot and a highly qualified nominee, as the president has said repeatedly. While today\u2019s hearing is now unfortunately postponed, I look forward to proceeding with his confirmation in the near future.\u201d<\/p>\n

Mr. Trump\u2019s move ensures that William J. Pulte will take over as acting DNI on Friday as planned.<\/p>\n

Democrats and Republicans alike have complained that Mr. Pulte, the director of the Federal Housing Finance Agency, lacks the national security experience to serve as DNI.<\/p>\n

But Democrats took their concerns over Mr. Pulte a step further by filibustering reauthorization of Section 702 of the Foreign Intelligence Surveillance Act, a law that authorizes the government to spy on foreign targets\u2019 communications without a warrant.<\/p>\n

The law expired last week, and Republicans are eager to pass it because Section 702 is among the top intelligence tools the government uses to thwart terrorist plots.<\/p>\n

\u201cThe Republicans agreed with Dumocrats to remove very fair, and talented, William Pulte, from serving as Acting DNI in return for getting FISA approved by the Dumocrats,\u201d Mr. Trump said on social media.<\/p>\n

\u201cHowever, the Republicans moved so fast with the hearings of the Great Jay Clayton, current U.S. Attorney for the Southern District of New York, that Pulte would be gone before the Dumocrats would vote on FISA,\u201d he added.<\/p>\n

The president nominated Mr. Clayton to serve as the permanent replacement for DNI Tulsi Gabbard, who is leaving the administration to help her husband through cancer treatment.<\/p>\n

Mr. Trump also has an interest in Mr. Pulte temporarily serving in the role after tasking him with downsizing the Office of the Director of National Intelligence, which oversees 18 disparate intel agencies.<\/p>\n

The president said he does not want to remove Mr. Clayton as U.S. attorney for the Southern District of New York until his nominee to replace him in that role, Jamie McDonald, is confirmed.<\/p>\n

However, the Senate cannot confirm someone to a role for which there is no vacancy.<\/p>\n

Republicans believe speedily confirming Mr. Clayton would unlock Democratic votes to reauthorize FISA, but Mr. Trump is not as eager to give up what he views as a key piece of leverage.<\/p>\n

\u201cTo add a slight bit of intrigue but, for the Good of the Nation, and the People of our Country, I will not approve FISA without THE SAVE AMERICA ACT going along with it,\u201d he posted.<\/p>\n

The House-passed SAVE America Act requires proof of citizenship to register to vote and a photo ID to cast a ballot.<\/p>\n

Mr. Trump is pushing for an expanded version that would also ban states from automatically sending out mail-in ballots to all registered voters and block biological men from playing in women\u2019s sports and \u201ctransgender mutilation\u201d procedures on children.<\/p>\n

That version lacks enough GOP support to pass either chamber, let alone clear a Democratic filibuster in the Senate.<\/p>\n

Attaching the SAVE America Act to FISA would effectively kill the bill, as GOP leaders have made clear to Mr. Trump, who seems willing to take ownership over letting the spy authority remain dark.<\/p>\n

\u201cTrump is twisting himself up in knots and jumping through hoops to make it impossible to reauthorize FISA right now, and he is embarrassing his Republican colleagues in the process,\u201d said Senate Democratic Leader Charles E. Schumer of New York.<\/p>\n

Senate Majority Leader John Thune, South Dakota Republican, could not explain why the president is connecting the issues.<\/p>\n

\u201cGood question,\u201d he told reporters.<\/p>\n

Virginia Sen. Mark R. Warner, the top Democrat on the Intelligence Committee, called Mr. Trump\u2019s \u201cextraordinary display of dysfunction\u201d evidence that he is \u201cwilling to turn America\u2019s national security into a political bargaining chip.<\/p>\n

\u201cThe president\u2019s latest intervention only underscores a simple reality: The biggest obstacle to resolving these issues has not been Senate Democrats or Senate Republicans,\u201d he said. \u201cIt has been the chaos and confusion coming from the White House itself.\u201d<\/p>\n
