The state of Maryland has finally removed from its voter rolls an illegal immigrant from Guyana who grabbed national headlines last year over scamming multiple school systems into hiring him as an administrator for several years.<\/p>\n

The state removed Ian Andre Roberts on June 2, just days after he was sentenced to two years in federal prison for lying about his citizenship in order to become a school superintendent in Iowa and for being an illegal immigrant in possession of guns.<\/p>\n

Maryland had resisted calls to boot Roberts and had refused to confirm that the Ian Andre Roberts on its rolls was the illegal immigrant at the center of the national headline-making case. But the state now appears to agree that Roberts is that same man.<\/p>\n

The state\u2019s voter file on Roberts now includes the federal court judgment sentencing him to prison for gun possession and false citizenship claims.<\/p>\n

The Washington Times obtained access to the documents under an open-records request filed with the Maryland State Board of Elections.<\/p>\n

The records show the board resisted removing Roberts for months, even after his arrest last September and his guilty plea in January. In September, the board issued a statement refusing to confirm that he was the man who appeared on the state\u2019s voter rolls.<\/p>\n

At the time, Elections Administrator Jared DeMarinis warned against \u201cimproper cancellation,\u201d suggesting he was more worried about booting eligible voters than cleansing the rolls of invalid voters.<\/p>\n

The Board of Elections didn\u2019t respond to a request for comment.<\/p>\n

State Delegate Matt Morgan, St. Mary\u2019s County Republican, called Roberts \u201cthe perfect symbol of everything wrong with the Maryland State Board of Elections.\u201d<\/p>\n

Not only did Roberts manage to get on the state\u2019s rolls \u2014 twice \u2014 even as an illegal immigrant, but he remained there despite having moved out of the state a decade ago, said Mr. Morgan, a founding member of the Maryland Freedom Caucus, a group of conservatives in the House of Delegates.<\/p>\n

The state also regularly sent him absentee ballots in the mail, Mr. Morgan said. There\u2019s no record of what happened to those ballots in the state\u2019s voter file for Roberts.<\/p>\n

\u201cIt practically took an act of God to get him removed from the rolls,\u201d Mr. Morgan told The Times. \u201cThe board has sent a loud and clear message to illegitimate voters: Maryland\u2019s elections are ripe for fraud.\u201d<\/p>\n

Roberts was arrested by U.S. Immigration and Customs Enforcement officers last fall in Iowa, where he was serving as superintendent of public schools in Des Moines. He obtained that job by lying about his legal status.<\/p>\n

When ICE officers closed in on him as he drove a Des Moines-issued vehicle, he fled on foot. Officers found a loaded gun in the vehicle and, after chasing down Roberts, searched his residence and found more guns.<\/p>\n

Illegal immigrants are generally barred from possessing a gun.<\/p>\n

Roberts had previously been hired as a principal in schools in Maryland and the District, and as an administrator and superintendent in Pennsylvania, St. Louis and California \u2014 despite lacking legal status in nearly all of those instances.<\/p>\n

The Pennsylvania and Iowa school systems \u2014 the last two on his resume \u2014 both blamed outside contractors for failing to spot his unlawful status.<\/p>\n

Maryland elections officials rely on would-be voters to self-report their citizenship when they register.<\/p>\n

\u201cMaryland isn\u2019t serious about keeping foreigners off Maryland voter rolls. Even when they find them, they fail,\u201d said Christian Adams, president of the Public Interest Legal Foundation, which advocates for clean voter rolls.<\/p>\n

Roberts, who had been in the country without legal status for decades, first registered to vote in Hyattsville in December 2011 and was added to the rolls in January 2012. He checked the box indicating he was a citizen and signed under penalty of perjury affirming that he was a citizen, even though he has never attained U.S. citizenship.<\/p>\n

His voter status was moved to inactive in 2014 and was listed as canceled in 2016 due to inactivity. But he re-registered that year, this time filing an electronic application using a Greenbelt address, where he again asserted citizenship. He was returned to the rolls in 2017.<\/p>\n

There is no indication in Maryland\u2019s records that Roberts ever cast a ballot.<\/p>\n

Mr. Morgan said the Roberts case should spur Congress to pass the Save America Act, legislation backed by President Trump that would impose proof-of-citizenship and mandatory voter-ID requirements for registering and voting in national elections.<\/p>\n

Voting-rights groups say noncitizen voters are relatively rare.<\/p>\n

The Trump administration, though, has prosecuted this year more than a dozen cases of noncitizens who the Department of Justice says not only managed to register but also cast ballots.<\/p>\n

Those cases generally involve legal permanent residents who registered under their own name or illegal immigrants who registered under stolen identities of U.S. citizens.<\/p>\n

Roberts\u2019 case \u2014 an illegal immigrant registering under his own name \u2014 is relatively rare, according to a Washington Times analysis of more than 80 cases from the last decade.<\/p>\n
