President Trump said Thursday that he is easing federal rules requiring companies to phase out certain chemicals used in commercial refrigeration.<\/p>\n

The Environmental Protection Agency\u2019s effort aims to reduce grocery prices as Americans complain about high costs.<\/p>\n

Mr. Trump said the regulations were a burdensome legacy from the Biden era and that rolling them back would save an estimated $2 billion per year and create jobs.<\/p>\n

\u201cThis was a tremendous burden, a tremendous cost \u2014 these people had to live with it,\u201d Mr. Trump said, flanked by leaders of businesses that stand to benefit from the rollback.<\/p>\n

The decision gives grocers, air-conditioning companies, semiconductor firms and other entities more time to phase out the use of hydrofluorocarbons, or HFCs.<\/p>\n

The Biden administration issued regulations to crack down on HFCs because his allies considered them heat-trapping pollutants that could warm the planet.<\/p>\n

Mr. Trump said restrictions drove up the cost of transportation and storage while forcing companies to replace equipment.<\/p>\n

\u201cIt\u2019s ridiculous, unnecessary and costly, and actually makes the machinery worse,\u201d he said.<\/p>\n

With the midterm elections looming, the president is under pressure to address affordability after he campaigned in 2024 on reducing prices.<\/p>\n

Grocery prices rose at an annual rate of nearly 3% in April, according to the latest government report, the highest rate since August 2023.<\/p>\n

Mr. Trump said Thursday that he inherited high inflation and that prices will come down as he rolls back regulations. He pointed to early efforts to drive down the cost of eggs, but the prices of other products are stubbornly high or rising.<\/p>\n

The U.S. average price of a pound of ground beef has reached $6.90, up from about $5.50 in January 2025.<\/p>\n

The U.S. average price of a gallon of gas stood at $4.56 on Thursday, up 53% from when the Iran war started on Feb. 28, according to the AAA motor club.<\/p>\n

Mr. Trump said Thursday that gas prices would fall \u201clower than they were before\u201d once the war ends, and that his move on refrigerants would have a trickle-down effect on food prices.<\/p>\n

Mr. Trump\u2019s order gives companies up to six more years to comply with regulations, pushing back various deadlines within a 2026-2027 timeframe to 2030 or 2032, depending on the type of equipment.<\/p>\n

\u201cUltimately, we want to make it permanent,\u201d Mr. Trump said.<\/p>\n

The Air-Conditioning, Heating, and Refrigeration Institute criticized the move. It said the supply of HFC refrigerants is dwindling, so increasing demand for them will have adverse effects.<\/p>\n

\u201cInstead of falling, refrigerant prices are likely to rise, resulting in higher service costs, and higher costs for consumers,\u201d AHRI President Stephen Yurek said.<\/p>\n

EPA Administrator Lee Zeldin criticized the last administration\u2019s \u201crushed, frantic, reckless sprint\u201d to phase out the refrigerants.<\/p>\n

\u201cThe Trump EPA is fulfilling President Trump\u2019s promise to lower costs and is fixing every problem we can under the authority Congress gave us,\u201d Mr. Zeldin said. \u201cOur actions allow businesses to choose the refrigeration systems that work best for them, saving them billions of dollars. This will be felt directly by American families in lower grocery prices.\u201d<\/p>\n

Speaking in the Oval Office, Kroger CEO Greg Foran said an \u201corderly transition\u201d will help his grocery chain keep prices down.<\/p>\n

Representatives from Piggly Wiggly and other companies said the mandate to transition to new refrigerants was imposed too quickly for grocers to keep up.<\/p>\n
