President Trump berated Spain and other NATO allies Wednesday before hailing the \u201ctremendous unity\u201d of the alliance, capping a whirlwind two-day summit in which the U.S. extended a huge boost to Ukraine\u2019s ability to defend itself against Russia.<\/p>\n

Mr. Trump ruffled allies by repeating his demands for Greenland, threatening to cut off trade with Spain and complaining about their lack of cooperation on the Iran war, all in the space of 36 hours at the NATO meetings in Ankara, Turkey.<\/p>\n

Yet he softened his tone by the day\u2019s end and took a big step toward settling the Ukraine war by saying he would give Kyiv the right to manufacture its own Patriot missiles through a U.S. license for Raytheon technology.<\/p>\n

The missiles are critical for Ukraine\u2019s air defense and will increase pressure on Moscow to wind down the four-year-old conflict as it sustains stunning losses on the battlefield.<\/p>\n

NATO Secretary-General Mark Rutte also praised Mr. Trump for prodding European allies and Canada to meet a commitment to each spend 5% of gross domestic product on defense.<\/p>\n

\u201cYou made this happen,\u201d Mr. Rutte told Mr. Trump during a sit-down on the summit sidelines.<\/p>\n

\u201cThat\u2019s why I like him,\u201d the president said, pointing back at the secretary-general.<\/p>\n

Mr. Rutte called the NATO summit \u201ctremendously successful,\u201d citing $50 billion in new weapons deals and a $27 billion investment in fuel storage and distribution pipelines.<\/p>\n

\u201cThe message from this summit is simple: NATO delivers,\u201d Mr. Rutte said.<\/p>\n

\u2019Not for sale\u2019: The Greenland question makes a comeback<\/strong><\/p>\n

Tensions simmered below the surface of the NATO summit, despite the smiles, family photographs and victory lap over defense commitments.<\/p>\n

Danish Prime Minister Mette Frederiksen on Wednesday vowed to \u201cdefend\u201d Greenland against any attempt by the U.S. to gain control of the Arctic island.<\/p>\n

\u201cGreenland is, of course, not for sale,\u201d Ms. Frederiksen said at the NATO summit. \u201cWe hope that all, including all allies, will respect the Greenlandic people\u2019s right for self-determination.\u201d<\/p>\n

Denmark retains control over Greenland\u2019s foreign policy, national security and monetary policy, but Greenland operates as an autonomous territory within the Kingdom of Denmark.<\/p>\n

But Mr. Trump has long sought control of mineral-rich Greenland, saying he\u2019s concerned that Russia and China are already making inroads.<\/p>\n

Also, Greenland\u2019s location would make it an indispensable site for America\u2019s ballistic missile early warning systems and space surveillance, plus give the U.S. access to new transpolar shipping routes.<\/p>\n

\u201cWe took Greenland and then stupidly we gave it back,\u201d Mr. Trump said. \u201cWe need it for protection of the world, not just the United States.\u201d<\/p>\n

The U.S. has never controlled Greenland. During World War II, U.S. forces defended the island from Nazi occupation.<\/p>\n

Mr. Rutte said the nations have set up a process for managing the Arctic during a previous conference at Davos, Switzerland.<\/p>\n

\u201cWe have a good process in place,\u201d Mr. Rutte said.<\/p>\n

Trump calls Spain a \u2019wasted cause\u2019<\/strong><\/p>\n

Mr. Trump singled out Spain in harsh terms on Wednesday, dubbing it a weak NATO partner and ordering his administration to cut off contact with it completely.<\/p>\n

\u201cCut off all trade with Spain, please, including visits. Okay, we don\u2019t want anything to do \u2013 watch them, watch them come running back, all they\u2019ll come running back,\u201d Mr. Trump said during a meeting with Mr. Rutte.<\/p>\n

Mr. Trump scolded the Spaniards after Prime Minister Pedro Sanchez and the government refused to let the U.S. use a pair of air bases for the military campaign against Iran.<\/p>\n

Spain also refused NATO\u2019s target of spending an amount equal to 5% of gross domestic product on defense. It is spending closer to 2%.<\/p>\n

Mr. Rutte pushed back on Mr. Trump a bit on Wednesday, saying they made a \u201chuge step\u201d by reaching 2% in defense spending last year, up from 1.4% in 2021.<\/p>\n

Mr. Trump said the country is being disrespectful to the alliance.<\/p>\n

\u201cSpain is a terrible partner in NATO. They don\u2019t participate, they don\u2019t pay,\u201d Mr. Trump said. \u201cI don\u2019t want anything to do with Spain.\u201d<\/p>\n

It was unclear if, or how, Mr. Trump planned to carry out his threat. Spain is a major travel destination for Americans, and Spain conducts its trade policy through the European Union, which is also its main export market.<\/p>\n

The Spanish government took Mr. Trump\u2019s comments in stride, telling Reuters the rhetoric seemed to be business as usual from the U.S. leader.<\/p>\n

The U.S. sold about $39 billion in goods to Spain and imported about $35 billion from the country in 2025, resulting in a trade surplus of roughly $4 billion.<\/p>\n

Later Wednesday, Mr. Trump pared back his rhetoric about NATO allies, saying many of them were being team players and boosting their defense spending.<\/p>\n

\u201cSome have answered the call, and some are making big changes,\u201d Mr. Trump said.<\/p>\n

Trump gives missile license to Ukraine: \u2019Make them yourself\u2019<\/strong><\/p>\n

Mr. Trump made big news Wednesday by confirming that Ukraine could manufacture Patriot missiles as it faces a continued aerial onslaught from Russia.<\/p>\n

\u201cThis way, you can\u2019t complain that we\u2019re not giving them enough,\u201d Mr. Trump said during a meeting with Ukrainian President Volodymyr Zelenskyy.<\/p>\n

Patriot missiles are vital to Ukraine\u2019s ability to repel Russian airstrikes like the ones that recently struck Kyiv, the capital, killing at least 50 people.<\/p>\n

\u201cIt\u2019s a defensive situation, as opposed to an offensive,\u201d Mr. Trump said. \u201cLet\u2019s say, \u2019make them yourself.\u2019 We haven\u2019t informed the company of that yet, but that\u2019ll work out all right.\u201d<\/p>\n

Moscow said it attacked Kyiv in response to strikes on Russian land, but Ukraine said it is trying to defend itself from Russia\u2019s unprovoked invasion, which began in February 2022.<\/p>\n

U.S. officials said Ukraine\u2019s incursion into Russia signals that Moscow is having a harder time defending its airspace.<\/p>\n

\u201cIt\u2019s an escalation, but it\u2019s also an escalation that can help lead to an end,\u201d Mr. Trump said.<\/p>\n

Mr. Trump said both Mr. Zelenskyy and Russian President Vladimir Putin want to find a way to end the conflict.<\/p>\n

\u201cUsually that means a settlement, but who knows, this is a tough one,\u201d Mr. Trump said. \u201cPutin\u2019s a difficult character, and this guy\u2019s a difficult character.\u201d<\/p>\n

\u201cI think we\u2019ve made a lot of progress in the last couple of weeks,\u201d Mr. Trump said. \u201cThey want to get it done.\u201d<\/p>\n

Mr. Zelenskyy thanked Mr. Trump and the U.S. for the support.<\/p>\n

He said Mr. Putin is losing many soldiers on the battlefield, and it has been difficult to understand what Russia is demanding before it ends its invasion.<\/p>\n

A bipartisan group of five U.S. senators and Rep. Mike Turner, Ohio Republican, met with Mr. Zelenskyy at the NATO summit and urged Mr. Trump to maintain support for Ukraine.<\/p>\n

\u201cPutin is at his weakest position in years, and real sustained pressure can finally bring this war to a close,\u201d they said in a joint statement.<\/p>\n

Mr. Rutte delivered a stern message to Russia on Wednesday.<\/p>\n

\u201cThis alliance will defend every inch of our territory,\u201d he said at a press conference. \u201cWe are defensive. We will never attack anyone. We will only defend our way of life, our democracies, our territories. So don\u2019t fool with us, don\u2019t play with us.\u201d<\/p>\n

Also Wednesday, Mr. Trump said he would lift Syria\u2019s designation as a state sponsor of terrorism, saying the country has made huge strides under new President Ahmed al-Sharaa.<\/p>\n

\u201cI think I will. Why wouldn\u2019t I?\u201d Mr. Trump responded when asked if he would remove Syria from the list of state sponsors of terrorism.<\/p>\n

\u201cHe\u2019s done a great job,\u201d Mr. Trump said of Mr. al-Sharaa, adding that Syria could help the U.S. deal with Hezbollah, an Iranian proxy in Lebanon that has been fighting with Israel for years.<\/p>\n

A group of bipartisan lawmakers recently sent a letter to Secretary of State Marco Rubio urging the administration to lift the state sponsor of terrorism designation on Syria.<\/p>\n

The letter was signed by Democratic Sens. Jeanne Shaheen of New Hampshire, Elizabeth Warren of Massachusetts and Republican Rep. Joe Wilson of South Carolina.<\/p>\n

\u201cWhile Syria does need to make more progress in a variety of areas \u2026 the grounds for the SST designation in U.S. law no longer apply,\u201d they said, \u201cand the listing remains a significant barrier to achieving the administration and congressional priority of giving Syria a chance to succeed.\u201d<\/p>\n
