Political strategists on both sides of the abortion debate say there\u2019s little chance of Congress renewing a Trump administration freeze on federal funding to Planned Parenthood that expired this month.<\/p>\n

Analysts said the White House views the policy as a losing issue for Republicans in November\u2019s midterm elections, despite publicly opposing abortion.<\/p>\n

\u201cTrump\u2019s White House has been pro-life in policy, but it has not made this a legislative priority, with good reason: It is not a winning midterm issue, and Republicans already face enough difficult issues,\u201d said Jeff Burton, a GOP strategist and former executive director of the National Republican Congressional Committee.<\/p>\n

Democratic strategist Emily Suttle-Braun, a former board member of NARAL Pro-Choice Maryland, ruled out Republicans extending the freeze even after the midterms.<\/p>\n

\u201cI don\u2019t expect a renewal this year, and that\u2019s an assessment of the math, not my preference,\u201d Ms. Suttle-Braun said in an email.<\/p>\n

She pointed to Senate procedural hurdles and the Trump administration\u2019s \u201ccalculated decision\u201d to let the policy \u201clapse quietly rather than own a renewal fight in an election year.\u201d<\/p>\n

Congressional Republicans last year proposed a 10-year ban on abortion providers receiving federal funds. Senate rules reduced the provision to a one-year ban on Medicaid reimbursements for abortion in the final version of the One Big Beautiful Bill that President Trump signed into law on July 4, 2025.<\/p>\n

Gavin Oxley, spokesman for Americans United for Life, noted that Planned Parenthood received up to $800 million annually in Medicaid reimbursements \u2014 a significant share of its revenues \u2014 before the freeze.<\/p>\n

\u201cFrom meeting with Congressional leadership, we know that restoring defunding remains a priority, but they must remember that protecting life comes with immovable deadlines,\u201d Mr. Oxley said. \u201cThe closer we draw to November, the more pressure mounts against them by a faction within the administration who wrongfully sees the abortion issue as a political loser.\u201d<\/p>\n

The number of abortions reported nationwide has surged since the Supreme Court returned jurisdiction to the states in June 2022, driven by an increase in mail-order pills.<\/p>\n

The Department of Justice has asked federal courts to delay or block lawsuits that Texas and Florida officials filed to stop the pills from flowing into their states, which banned nearly all abortions after the high court\u2019s ruling.<\/p>\n

Political scientist Joshua Wilson, a University of Denver professor who specializes in abortion politics, said there\u2019s no incentive for Republicans to increase restrictions.<\/p>\n

\u201cWhile there are conservative voters who are motivated by abortion and harming Planned Parenthood, the issue stands to come with more costs than benefits,\u201d Mr. Wilson said.<\/p>\n

Planned Parenthood, the nation\u2019s leading abortion provider, reported performing a record-high 434,450 abortions last year. The nonprofit did not respond to an email seeking comment.<\/p>\n

Changing priorities<\/strong><\/p>\n

Jessie Hill, a reproductive rights legal scholar at Case Western Reserve University, said the Trump team has limited itself to excluding abortion providers from Title X grants and pardoning pro-life activists jailed under the Biden administration.<\/p>\n

\u201cThe Planned Parenthood defunding fight has become more high-profile, and it does seem like the administration is trying to avoid a highly visible fight over this issue,\u201d Ms. Hill said.<\/p>\n

Nevertheless, she warned that some abortion restrictions could still be forthcoming this winter.<\/p>\n

\u201cMost folks on the pro-choice side are expecting some significant moves after the midterms, particularly on the abortion medication mifepristone, which has been a real focus of advocacy on the anti-abortion side,\u201d Ms. Hill added.<\/p>\n

The White House defended defunding \u201cPlanned Parenthood and other large abortion providers this past year\u201d in an emailed statement on Monday.<\/p>\n

\u201cThe Trump administration will continue to hold Planned Parenthood and all recipients of federal funds fully accountable for any and all instances of waste, fraud or abuse,\u201d said White House spokeswoman Allison Schuster.<\/p>\n

Senate Majority Leader John Thune and House Speaker Mike Johnson have also endorsed the administration\u2019s restriction of Title X funds. The Times reached out to both congressional leaders for comment.<\/p>\n

Mr. Johnson said Wednesday at a press conference with Vice President J.D. Vance that the party\u2019s priorities in budget reconciliation talks are to pass a voter ID law and strengthen national defense.<\/p>\n

\u201cHow will we do that? We will provide supplemental funding for our troops with the Administration\u2019s request to support national defense and our farmers,\u201d said Mr. Johnson, Louisiana Republican. \u201cThat\u2019s very important stuff.\u201d<\/p>\n

Pro-life rift<\/strong><\/p>\n

The Trump administration\u2019s silence on extending the Medicaid funding freeze has added to a growing rift with pro-life advocates.<\/p>\n

The Food and Drug Administration has ignored conservative pleas to reverse a Biden administration policy that lets women obtain abortion pills without an in-person medical examination, despite having the power to do so.<\/p>\n

\u201cSadly, I feel the GOP lacks the political fortitude to ensure Planned Parenthood is defunded,\u201d Ryan Bomberger, a pro-life activist and self-described child conceived of rape, said in an email. \u201cToday, they\u2019re led by \u2018Rickety Republicans\u2019 who often fail to put up a fight against the evil institution of baby killing.\u201d<\/p>\n

Susan B. Anthony Pro-Life America, which allocated $80 million to support pro-life Republicans in the midterm, pleaded with Republicans in two letters last month to renew the Medicaid funding freeze.<\/p>\n

The organization declined to comment Monday on the freeze expiring.<\/p>\n

\u201cPlanned Parenthood should not just be defunded, but debarred,\u201d said Mark Lee Dickson, director of Right to Life Across Texas. \u201cIt is a great embarrassment to America that a criminal chemical abortion syndicate is receiving funds from our government while simultaneously mailing and receiving abortion-inducing drugs and paraphernalia.\u201d<\/p>\n

Conservatives have warned that pro-life voters could punish Republicans by sitting out the upcoming election.<\/p>\n

Former Rep. Randy Hultgren, an Illinois Republican who now leads the Alliance of Health Care Sharing Ministries, said it\u2019s time to \u201cremove all taxpayer funding of abortion-related services.\u201d<\/p>\n

\u201cI encourage Americans of faith to call their elected officials,\u201d Mr. Hultgren said.<\/p>\n

But Mary Ziegler, a leading historian of the legal abortion debate, said it\u2019s likely Mr. Trump will only take action if the federal courts \u201cforce the issue\u201d by siding with pro-lifers in recent abortion pill lawsuits.<\/p>\n

\u201cI think it\u2019s safe to assume we\u2019ll get some big pro-life wins in some of these cases, but we don\u2019t know how long it will last,\u201d said Ms. Ziegler, a law professor at the University of California, Davis. \u201cIt will be harder for the Trump administration to say nothing when that happens.\u201d<\/p>\n
