OPINION:<\/strong><\/p>\n

The total U.S. federal budget deficit for the first nine months of the 2026 fiscal year is $1.37 trillion.<\/p>\n

That deficit figure is almost incomprehensible, and it is increasing by the second. Now, more than ever before, the country needs practical and efficient ways to generate real economic returns rather than endless spending.<\/p>\n

The EB-5 visa program fits the bill.<\/p>\n

It brings foreign capital into the United States, creates American jobs and funds major projects in rural and high-unemployment areas, all while producing net revenue for the federal government.<\/p>\n

Reauthorizing and making EB-5 permanent is fiscally responsible leadership at a time when we can least afford to leave money on the table.<\/p>\n

The program works because it is built on investment instead of handouts. Foreign investors put capital at risk in American projects \u2014 factories, hotels, hospitals and infrastructure such as airports and transportation hubs \u2014 and create American jobs in exchange for a path to a green card.<\/p>\n

Every EB-5 dollar invested creates multiple jobs, generates tax revenue and self-funds, via fees, all administrative costs. These are not abstract projections. Real projects across the country have used EB-5 capital to build or expand facilities that employ thousands of Americans and strengthen local economies.<\/p>\n

Since fiscal year 2000, more than 92% of all EB-5 visas have led to qualified capital investments in projects located in targeted employment areas. These American regions are rural or have high unemployment rates. The EB-5 program is built to encourage investment in these areas specifically.<\/p>\n

It does not enrich American industry alone. It is tailor-made to give struggling areas of the country a much-needed boost of capital. If that is not an \u201cAmerica First\u201d policy, then I do not know what is.<\/p>\n

In an era when Congress must find offsets for new spending, a program that more than pays for itself \u2014 while helping parts of the country that really need it \u2014 should be an easy call.<\/p>\n

Lawmakers are considering another reconciliation package \u2014 the same process used for the One Big Beautiful Bill Act. Reconciliation requires only a simple majority in the Senate, bypassing the filibuster. The key constraint: Provisions within the package must have a direct budgetary impact.<\/p>\n

This limits the scope of policy that lawmakers can include, making EB-5 \u2014 which demonstrably meets the budgetary test \u2014 an even clearer choice. Bolstered infrastructure, new jobs and strengthened communities are all part of the deal.<\/p>\n

Reauthorizing and extending the program permanently would lock in consistent revenue sources and job creation without adding to the deficit.<\/p>\n

Critics often paint the EB-5 program as elitist or corrupt. The irony is rich.<\/p>\n

The same voices that defend bloated spending programs that deliver little return suddenly worry about \u201cabuse\u201d when a program demonstrably benefits the economy. The facts do not support their skepticism. The program has been around since 1990, so we have had more than 35 years to watch it work for America.<\/p>\n

EB-5 has delivered measurable economic and job-market growth, driving capital formation in underserved communities for decades.<\/p>\n

President Trump has consistently prioritized policies that put American workers and taxpayers first. Reauthorizing EB-5 fits squarely in that tradition. It strengthens our economy, supports the creation of American jobs and, most important, reduces pressure on the federal budget amid looming expenses.<\/p>\n

It is not partisan; it is just good policy. Lawmakers on both sides should recognize the opportunity before them. With a new reconciliation package, they have a streamlined path to act and reauthorize the program. Failing to include permanent EB-5 reform would mean leaving real money and jobs on the table while America faces serious fiscal and security challenges.<\/p>\n

The choice is clear: Congress can continue the cycle of deficit spending and political posturing, or it can embrace a program that can deliver real growth. Making EB-5 permanent is a commonsense step \u2014 exactly the kind of forward-thinking action Congress should take to secure a self-sustaining program.<\/p>\n

It is time for lawmakers to put results ahead of rhetoric and secure this win for the American people.<\/p>\n
