China\u2019s all-powerful civilian and military leader, Xi Jinping, has purged more than 100 senior military leaders in the past four years \u2014 far more than the People\u2019s Liberation Army officially acknowledged, according to an Air Force think tank report.<\/p>\n

The ongoing firings within the Chinese military are creating immediate readiness shortfalls and long-term benefits for the Chinese Communist Party\u2019s military wing, the new report by the China Aerospace Studies Institute states.<\/p>\n

Overall, the sweeping military dismissals have resulted in reducing the members of the Central Military Commission, the party organization that controls the 2 million troops of the world\u2019s largest military, from seven members to two \u2014 Mr. Xi and a political commissar, Gen. Zhang Shengmin.<\/p>\n

A specific reason for the mass military dismissals is not clear: It could be corruption or a lack of loyalty to Mr. Xi, who holds three top posts \u2014 CCP general secretary, CMC chairman and government president.<\/p>\n

\u201cRegardless of the motivations, the significant loss of PLA flag officers and the resulting sudden leadership transitions at the top of nearly every PLA theater command and service will have short- and long-term effects on PLA readiness,\u201d the report, titled \u201cCorruption in the People\u2019s Liberation Army,\u201d states.<\/p>\n

Mr. Xi said in a recent speech broadcast to all military commands that the PLA must deepen \u201cpolitical rectification\u201d and maintain the \u201cglory\u201d of a people\u2019s armed force.<\/p>\n

\u201cOur party and our military have continuously grown stronger through struggles against various erroneous ideologies and conduct,\u201d he said in April.<\/p>\n

The Chinese leader told a group of assembled leaders that the PLA must be guided by ideals and convictions and have \u201cfirm faith in Marxism and be loyal to the party.\u201d<\/p>\n

The think tank report says some analysts regard the anti-corruption campaign as a tool of Mr. Xi to consolidate power and ensure military loyalty.<\/p>\n

Additionally, the removal of senior generals suggests the PLA is not on track to reach modernization goals ordered to be achieved by 2027, the think tank report says.<\/p>\n

Mr. Xi has directed the military to be ready by next year to use force against Taiwan, such as a cross-strait assault or blockade in a bid to annex the self-ruled island.<\/p>\n

\u201cThese goals \u2026 call for accelerated military modernization \u2014 to include reform of the informatized and intelligentized warfare capabilities \u2014 as well as increased anti-corruption efforts,\u201d the report says. \u201cHowever, it is difficult to determine if the aspect of the plan not being achieved is related to corruption, military modernization, or elements of both.\u201d<\/p>\n

Purge perils and benefits<\/strong><\/p>\n

In the near term, the corruption probes could limit PLA readiness and hamper progress in modernization.<\/p>\n

Weapons and equipment procurement efforts likely will slow as a result of what the report called \u201cfake combat capabilities\u201d \u2014 a reference to corruption in procurement \u2014 being identified, the report said.<\/p>\n

Potential readiness shortfalls are expected from a lack of continuity in leadership and organizational turbulence due to the firings.<\/p>\n

But corruption investigations also could help identify and resolve PLA vulnerabilities.<\/p>\n

\u201cThis could lead to further advancements and drive long-term improvements to the force,\u201d the think tank report says.<\/p>\n

Officers who survive the mass firings could be compelled to provide politically correct answers and command troops without question in order to keep from being purged, the report said.<\/p>\n

Also, recent purges removed the last senior officers with combat experience, the 1979 border war with Vietnam. That could leave remaining officers with limited \u201ctextbook\u201d military know-how, the report says.<\/p>\n

However, adding relatively younger officers as leaders could \u201cpropel PLA readiness in the future,\u201d the report states.<\/p>\n

\u201cWhile corruption investigations during the past few years significantly altered the ranks of PLA senior leadership and may bring about some short-term negative side effects, the long-term benefits of removing officers with misaligned priorities could prove beneficial for the PLA,\u201d the report says.<\/p>\n

Purges also could identify problems and highlight opportunities for improving military readiness and ultimately producing a more lethal PLA.<\/p>\n

The extensive purges for corruption and political offenses have been a centerpiece of Mr. Xi\u2019s rule since 2012, when he became the top CCP leader.<\/p>\n

The program has broadly targeted what the Chinese leader calls a strategy that seeks to \u201cswat the flies\u201d of low-level officers and \u201ccatch the tigers,\u201d senior officials such as the two military officers taken down in January.<\/p>\n

Scores of military leaders purged<\/strong><\/p>\n

Former CIA analyst Christopher K. Johnson called the ouster of the two generals as unprecedented in Chinese military history and represents a \u201ctotal annihilation of the high command.\u201d<\/p>\n

The report provides additional details on the subject contained in the Pentagon\u2019s most recent annual report on the Chinese military. It states that anti-corruption purges \u201cvery likely\u201d unsettled the nuclear forces and raised questions among leaders about force readiness while creating long-term PLA improvements.<\/p>\n

The annual report of the congressional U.S.-China Economic and Security Review Commission also states that Mr. Xi\u2019s anti-corruption drive seeks to improve combat capabilities and build a force that is politically loyal and ready for a future invasion of Taiwan.<\/p>\n

The commission report said the ongoing purges and corruption probes are likely to hinder weapons modernization and create instability within command structures while eroding troop morale \u2014 impacts that could undermine combat effectiveness in the short term.<\/p>\n

\u201cWhile the anticorruption drive continues to reshape military leadership, it is unlikely to be the decisive factor in determining when Xi might pursue military action against Taiwan,\u201d the congressional report says.<\/p>\n

The removals in January of Gen. Zhang Youxia, first vice chairman of the CCP Central Military Commission (CMC), and Gen. Liu Zhenli, chief CMC Joint Staff Department, were among the most significant firings.<\/p>\n

The ouster of Gens. Zhang and Liu highlight the removal, expulsion or disappearance of the more than 100 two-star and three-star flag officers from the PLA for corruption since 2022, the think tank report says.<\/p>\n

By contrast, the secretive PLA officially announced just 38 cases of high-level military corruption, including the publicly acknowledged dismissal of 22 PLA three-star flag officers within a military that relies on a total of about 30 to 35 serving three-star generals and admirals at a given time \u2014 between 44% to 94% of these officers, the report says.<\/p>\n

Another estimated 25 three-star officers have disappeared, raising the total number since 2022 to 47 three-stars.<\/p>\n

Since 2012, at least 160 senior PLA officers have been purged, the report said.<\/p>\n

More firings of military leader could be forthcoming, the report says, based on the numbers of senior PLA officials who have gone missing from public view, been dismissed or replaced but not reassigned.<\/p>\n

Focus on Rocket Force<\/strong><\/p>\n

Some of the disappeared military leaders have reappeared in state media reports, however.<\/p>\n

Military corruption has been widespread in the PLA since the 1980s and includes bribery and graft and the buying and selling promotions, positions and enrollment in PLA-affiliated schools.<\/p>\n

Candidates for officers were charged up to $16,000 to pass a PLA entrance exam.<\/p>\n

Corruption within the PLA procurement system also has been rampant, the report said.<\/p>\n

Every PLA regional command has been targeted in the anti-corruption campaign with the PLA Rocket Force a central focus of the purge.<\/p>\n

Rocket Force generals made up half of all senior leaders firings, including four commanders, with a total of 17 generals missing, under investigation, or dismissed since 2022, the report said.<\/p>\n

\u201cThe 2023 dismissal of at least five PLA [Rocket Force] senior officers, speculated in media reports to possibly coincide with allegations of Chinese missiles filled with water rather than fuel and malfunctioning missile silo lids, was among the first wave of recent PLA senior officer removal,\u201d the report states.<\/p>\n
