President Trump on Thursday expanded his Ratepayer Protection Pledge to a sweeping coalition of governors, state legislatures, utilities and data center developers \u2014 demanding that tech giants foot the energy bills for their power-hungry data centers rather than passing those costs onto American families.<\/p>\n

Mr. Trump has embraced data centers as a front line in America\u2019s AI race with China, though he\u2019s up against an anti-data center movement that has exploded nationwide, with politicians from both parties joining it.<\/p>\n

\u201cYou\u2019re going to be building your own data centers and you\u2019re going to be building your own electric plants. You\u2019re essentially becoming a utility like Con Edison in New York,\u201d he said, announcing the expanded pledge at the Environmental Protection Agency\u2019s headquarters in Washington.<\/p>\n

\u201cWith the Trump administration\u2019s rate payer protection plan, the American innovators and consumers thrive to win together because we\u2019re insisting that AI data centers and big tech companies pay their own way.\u201d<\/p>\n

Mr. Trump championed the initiative alongside Energy Secretary Chris Wright, EPA Administrator Lee Zeldin and four Republican governors who have signed the pledge: Louisiana\u2019s Jeff Landry, Georgia\u2019s Brian Kemp, Nebraska\u2019s Jim Pillen and Idaho\u2019s Brad Little.<\/p>\n

According to the president, more than 220 utilities, tech companies, state governments and other partners have signed the ratepayer protection pledge.<\/p>\n

Mr. Trump said that \u201cAmerica\u2019s largest tech companies have formally committed to fund or build all energy infrastructure required to meet the demand they are placing on the grid.\u201d<\/p>\n

The White House recently announced that major utilities, including NextEra Energy and Duke Energy, had joined the Ratepayer Protection Pledge.<\/p>\n

\u201cIt\u2019s only fair that the cost of building the new infrastructure required to meet this demand should be borne by the corporations themselves, not by the American consumers,\u201d Mr. Trump said.<\/p>\n

He cited Louisiana and Georgia as examples where data centers have been welcomed and where communities financially benefited.<\/p>\n

\u201cPublic schoolteachers in Richland Parish are getting as much as $50,000 in bonuses this year, thanks to a $27 billion project by Meta,\u201d the president said of the Louisiana city. \u201cThe revenue from Google\u2019s data center construction is allowing them to eliminate property taxes entirely.\u201d<\/p>\n

Earlier in the year, he sought deals with Big Tech companies that would pay for increased energy costs in places where they build data centers.<\/p>\n

Google, Microsoft, Meta, Oracle, xAI, OpenAI and Amazon previously signed agreements with the administration.<\/p>\n

Now, almost 200 more groups, including utilities, electricity co-ops, data center developers, public power sources and state governors, have become pledge signers, according to the White House.<\/p>\n

The pledge is expected to cover 80% of the power distributed to U.S. homes and businesses.<\/p>\n

In a March proclamation, Mr. Trump said AI companies \u201cwill pay for all new power delivery infrastructure upgrades required to service their data centers, including adequate network upgrade costs to ensure that these expenses are not passed on to the ordinary household.\u201d<\/p>\n

Opposition to AI data center construction has ramped up.<\/p>\n

At least 75 U.S. data center projects worth about $130 billion were blocked or postponed in the first quarter of 2026 amid local pushback, according to a report from Data Center Watch, which tracks community resistance to the projects nationwide.<\/p>\n

However, Mr. Trump said data center opponents are \u201cthe radical left\u201d and \u201ccommunists,\u201d plus accused them of wanting to \u201csurrender the AI race to China.\u201d<\/p>\n

Data Center Watch found that the number of active grassroots opposition organizations more than doubled to 833 across 49 states between the end of 2025 and March.<\/p>\n
