{"id":4868,"date":"2026-07-24T18:38:43","date_gmt":"2026-07-24T18:38:43","guid":{"rendered":"https:\/\/homebuyerrelocation.com\/?p=4868"},"modified":"2026-07-24T18:38:43","modified_gmt":"2026-07-24T18:38:43","slug":"hud-opens-civil-rights-probe-into-race-based-university-housing","status":"publish","type":"post","link":"https:\/\/homebuyerrelocation.com\/?p=4868","title":{"rendered":"HUD opens civil rights probe into race-based university housing"},"content":{"rendered":"<div>\n<div>\n<div>\n<p>The Department of Housing and Urban Development is investigating complaints that race-based student dormitories at some flagship state universities violate federal anti-discrimination laws.<\/p>\n<p>Read more <a href=\"https:\/\/homebuyerrelocation.com\/?p=4866\">DNC plan puts South Carolina on track to be first in 2028 nominating lineup<\/a><\/p>\n<p>Two complaints filed this month with the agency\u2019s Office of Fair Housing and Equal Opportunity accuse the University of Minnesota and University of Connecticut of practicing de facto segregation by clustering Black and Latino students into separate residences.<\/p>\n<p>The Equal Protection Project, a nonprofit that supports colorblind civil rights policies, argues in the documents that the practice violates the Fair Housing Act by illegally steering others away from the publicly funded dwellings.<\/p>\n<p>\u201cWe reviewed those complaints carefully and determined an investigation was warranted in each case,\u201d Assistant Secretary for Fair Housing and Equal Opportunity Craig Trainor told The Washington Times in an email.<\/p>\n<p>\u201cWhile the Biden Administration weaponized federal power to advance unlawful DEI initiatives nationwide, the Trump Administration has undertaken the most sweeping effort in modern American history to eliminate the scourge of invidious racial discrimination,\u201d he added.<\/p>\n<p>Mr. Trainor has assigned both cases to the Office of Special Investigations, which he oversees. The office has asked the schools to send documentation of their housing policies.<\/p>\n<p>\u201cWe will then review the documents, interview witnesses, and may conduct on-site visits,\u201d HUD said in an email. \u201cOur investigations are conducted objectively and fairly and based solely on the evidence and the law.\u201d<\/p>\n<p>If HUD finds the universities broke fair housing laws, it could fine them and withhold federal funding until they abolish race-based residences.<\/p>\n<p>In statements to The Times, both universities denied any wrongdoing and pledged to cooperate.<\/p>\n<p>\u201cUConn does not discriminate on the basis of race, gender or any other aspect of identity, including in our on-campus housing,\u201d said Michael Enright, a spokesman for the college, based in Storrs.<\/p>\n<p>He said UConn organizes nearly 20 \u201cinterdisciplinary living and learning communities\u201d around \u201csimilar interests, backgrounds or academic pursuits.<\/p>\n<p>\u201cHowever, these communities are open to all students, and no student is denied access to these communities or housing based on their identity.\u201d<\/p>\n<p>University of Minnesota spokesman Kevin Gaffney called the Minneapolis campus \u201cdiligent in its compliance with federal regulations, guidelines and anti-discrimination laws.<\/p>\n<p>\u201cThe university is fully cooperating with HUD\u2019s investigation into this matter.\u201d<\/p>\n<p>On Friday, the Equal Protection Project filed another complaint accusing the University of Massachusetts of the same infringements. The Amherst campus did not respond to an email seeking comment.<\/p>\n<p>Cornell University law professor William Jacobson, who founded the project, insisted that steering people away from public housing based on race is \u201cwell-recognized as a violation of the law.\u201d<\/p>\n<p>He noted that internet archives show the schools quietly inserted \u201cand open to all\u201d into online \u201cYou don\u2019t have to physically bar people of different ethnicities because you\u2019ve already told them they\u2019re not welcome, which is discriminatory.\u201d<\/p>\n<p>Social justice advocates insist that decades of past injustices warrant special consideration for minorities in college admissions, hiring and campus resources.<\/p>\n<p>Omekongo Dibinga, a professor of intercultural communications affiliated with American University\u2019s Antiracist Research and Policy Center, said affinity housing creates communities \u201cwhere non-White students could have safe spaces in predominantly White institutions.\u201d<\/p>\n<p>\u201cThey are not illegal,\u201d Mr. Dibinga said. \u201cIf so, they would have never been allowed.\u201d<\/p>\n<p>He added that conservatives \u201chave had great success in their so-called advocacy\u201d against diversity programs since Mr. Trump returned to office.<\/p>\n<p>\u201cTheir next step is to eliminate our presence on campus,\u201d Mr. Dibinga said. \u201cIt\u2019s disgraceful and expected.\u201d<\/p>\n<p>Black students formed the first race-based dorms in the 1960s.<\/p>\n<p>\u201cIt\u2019s always voluntary, but there are quiet forms of coercion in play,\u201d said Peter Wood, president of the conservative National Association of Scholars. \u201cIt undermines the goal of creating an educational community where people deal with one another as individuals, not as groups defined by their grievances.\u201d<\/p>\n<p><strong>\u2018Open to all\u2019<\/strong><\/p>\n<p>The Fair Housing Act declares it unlawful to \u201cmake, print, or publish \u2026 any notice, statement, or advertisement, with respect to the sale or rental of a dwelling that indicates any preference, limitation, or discrimination based on race, color, religion, sex, handicap, familial status, or national origin, or an intention to make any such preference, limitation, or discrimination.\u201d<\/p>\n<p>The Equal Protection Project\u2019s UConn complaint notes that the campus nevertheless advertises three separate domiciles for students who \u201cidentify as\u201d Latinos, Black men and Black women.<\/p>\n<p>\u201cIt is a space for African American men to, one, come together and validate their experiences that they may have on campus,\u201d faculty adviser Erik Hines says of one residence in UConn material included in the complaint. \u201cNumber two, it\u2019s also a space where they can have conversation and also talk with individuals who come from the same background who share the same experience.\u201d<\/p>\n<p>The University of Minnesota\u2019s Living Learning Communities include a Black women\u2019s residence and the Hunt Lee House, a community that\u2019s \u201cdesigned for Black men but open to all.\u201d<\/p>\n<p>\u201cOpen to all\u201d was added sometime after March, according to archived university pages the Equal Protection Project reviewed.<\/p>\n<p>UMass Amherst offers Asian-American, African\/African-American and Latino-defined residential communities.<\/p>\n<p>Ilya Shapiro, a libertarian constitutional law scholar at the Manhattan Institute, said encouraging \u201cracial separation\u201d in housing represents a \u201cclear legal and constitutional violation.\u201d<\/p>\n<p>\u201cIt\u2019s one thing to provide opportunities for cultural
